i mean about a change of rules not issuing visas for Asian countries including Sri Lankans
Sorry never heard about this absurdity that 'rules not issuing visas for Asian countries including Sri Lankans'. Canada will never ever discriminate on any such ground. You need to throw away whatever rule book you are reading

Please I need help,my study visa has been refused and I want to reapply again I was refused due to the following reasons.
I am not satisfied that you will leave Canada at the end of your stay as a temporary resident,as stipulated in paragraph 179 (b) of the IRPR,
1.Based on your family ties in Canada and in your home residents
2.Based on Purpose of your visit
3.Based on your financial assets and financial status
4.Based on your travel history
Please how do I respond to this concern?

You need to provide your complete profile and explain what documents you included in your first application.
My name is Lampo,from Ghana in West Africa,I applied for student visa and was denied.I submitted the following documents
1.My sponsorship(Uncle) Bank statement with a balance of CAD$100,000
2.my uncle Identity card
3.His business certificate
4.sponsorship letter
5.letter of intend to study in Canada
And I indicated in the letter that am currently working for my uncle and I will come back and manage his business after I have completed my studies in Canada
6.Personal Bank Statement with a balance of CAD$2000
7.High School documents
1.My sponsorship(Uncle) Bank statement with a balance of CAD$100,000
2.my uncle Identity card
