Hello, my friend is a student and his convocation is scheduled in 1st week of June. he applied the visit visa for his spouse and it has been rejected for this reason- You do not have significant family ties outside Canada.

He provided all the necessary documents like marriage certificate.

Should he apply for reconsideration with a cover letter? if yes, what points should he raise?
Should he meet local MP and request for the appeal to IRCC?
If he reapplies, what should he do different this time?

So what are her ties to return if spouse is in Canada? A marriage certificate proves her family ties are in Canada. MP cannot appeal and put in that request.How long married?

So what did she show that she will return after convocation (job letter with approved leave, income properties, investments, business registration and contracts)? How long was visit?

Reconsideration is showing that she has family ties outside Canada (children staying behind, parents not ties)?

She provided the job letter which she has been doing for over a year as of now and that too in one of the biggest multinational companies in Pakistan. It is a permanent full-time job. She is currently pursuing her masters in Pakistan as well.
 
Okay so how long was visit? She has no plans to stay and apply for SOWP? Her refusal was family ties in Canada and she has no family ties outside Canada so she cannot address that. Did job letter have approved leave? She has not been there that long and being MNC is not relevant. Did she show proof of tuition paid, registration, timetable etc.
