No. I didn’t get 5 year ban. The letter says I’m free to reapply if I want to.

Whether you apply again is totally up to you. Obviously you should disclose your 2 refusals now and explain why you didn't disclose the 1st one. Presumably you made an error in not disclosing the 1st refusal?
Write a letter of explanation to address the issue, type of US visa applied for and why it was refused and why you didn't disclose it on your application, a lot of people misunderstand the question and think it is only asking about previous Canada refusals. You are very fortunate you didn't get a 5 year ban. Review your application thoroughly before resubmitting to make sure you haven't missed anything else.
