Visa refusal from Vienna - need suggestion!

After 30 working days, VO from Vienna refused my study application stating this:

You have not satisfied me that you would leave Canada at the end of your stay. In reaching this
decision, I considered several factors, including:
- purpose of visit
- limited employment prospects in your country of residence

I'm confused what this first reason mean?
Could anyone suggest me what to do?

I've applied for PG certificate program at Fanshawe college.
7 years of work experience, having wife and 2 kids not accompanying i.e. staying back home.
Do not have any properties on my own name. Live in my father house with wife and kids.
I've provided enough financial funds for study application.
I've received conditional LOA, because did not provide IELTS results. I have an exam by the end of this month.

Could this refusal be caused by conditional LOA? It's not stated for my country on embassy website that IELTS is mandatory or LOA to be unconditional.
Should I ask for GCMS notes ?

what was condition on LOA? normally purpose of visit means they think ur not going to canada to study but to work and immigrate...so u have to look at all the documentation u provided and ur entire profile to understand what was missing that would have given them the impression that u dont intend to return.....
was there a mismatch? did u fulfill the condition on LOA ..did u ties to home country ..did u show enough funds and the source of those fund etc

Ties and funds are Ok, I suppose, as I mentioned having wife and kids back home. I had enough funds available.
It's not course mismatch, since I've applied for PG course Financial planning, and my work experience was related with securities.
LOA condition was acceptable IELTS/TOEFL score, or acceptable achievement in an English Language Evaluation test at Fanshawe College.

As I said, I did not take IELTS yet! I have it on 27-July. But in my visa checklist, it's not stated that it MUST be unconditional admission.
Could it be the reason for refusal since I did not fulfill the condition yet?

i am not saying it should be an un conditional LOA but when u apply to visa u should have proof u have fulfilled the condition....eg : u did not send final degree certificate to university and have a condition to provide degree cert then when applying for visa u should have a copy of ur degree cert so they know u can fulfill the condition . ur course should be related to ur educational back ground as well as ur work exp sometimes work exp is different than education that could create course mismatch u have to explain these this in an SOP.

Conditional LOA is not the reason for refusal because i myself got visa with conditional letter.

Thank you all for opinions. I will apply for GCMS notes, so we shall see the real reason for refusal.
I will try again to apply for visa again for January intake.
