Visa refusal for second time. Its urgent please help if anyone knows the answer

Hlo sir i have been refused one time study visa from Canada by the reason that officer cannot satisfied that i come back after study period .what can I do now please give me some information about it

My agent submitted it in 24th sep, and whenever i asked her, she told me they didnt send it yet
