Do you mean if you did not disclose your previous visa refusal and apply again, IRCC can issue ban to enter Canada for 5 years. This is called misrepresentation. If someone lied about their visa refusal history, that's misrepresentation. If that person disclosed previous visa refusal honestly, it's not going to result in a ban.

What is your status in Canada then? You need valid status in Canada for PR application to move forward.
Make sure your Canadian refusal and any immigration refusals for all countries are included in PR application.
