I do not agree to this. I know from Dubai itself we at least 5 got PPR in Oct.

if they have doubt of settlement or dissatisfaction about new job creation in Canada, they wouldnt go after fulfilling the quota.

As CHC is writing clearly in their replies that they have split the quota in four quarters of the year so visas are being issued throughout the year.
BUT
People from Subcontinent and hot countries dont like to complete the landing formalities in Winter.

Your claim probably apply to those candidates you applied prior to june 2010.I believe that are specific numbers of visa allocation reserved for all qualfied applicants from post june 2010.Watch the space!!!!
