Visa officer in Islamabad & their credibility

Recently a student visa application was rejected for one my closest relatives in Islamabad. We had all the required documents which shows the if the student visa is issued my relative would return to Pakistan. Anyway he was called for interview and she requested additional documents which includes the ones she already recieved initially and rest of them were unrelated such as status of other relatives living in USA (none of their business since sponsor is in Pakistan) however we had nothing to hide and were able provide all the documetns. In that request visa officer never mentioned any additional documents to prove the ties to Pakistan. She requested my relative to take medical exam and provide additional documents. Now last week we recieved the letter back stating that visa is refused on the basis of ties to Pakistan, Now my question is that if she was not satified with ties why she didn't ask for additional documents in the interview and why she didn't just refuse the visa after finishing interview. What was her purpose in obtaining additional unrelated documents and going to medical exam since her decision shows she was not satified with the the ties to Pakistan. This kind of irratioanal behaoviour by visa officer put her credibility in question and on the top of that there is no appeal process so they have unlimited power and no one can questions them?
One last thing I want to mention I have dealt with all different consulates all my life before becoming a canadian citizen and I know since she was an immigrant to Canada herself from chineese background and couldn't even speak good English and have negative mentality unlike real Canadian born honest visa officers. Most of these immigrants in the Canadian system who come here late in their lives have negative thinking and destrucitve mentality and it's not good for Canada. God Bless Canada!!

That is exceptional that he got the medical exams for visa and then got refused! It is very rare. Medical exams mean granting visas in most cases. I understand your concern and thoughts. Did you think about sending a note to the citizenship/immigration minister about this? On the otherhand, there should be a way to appeal. I am aware appeal process is not practiced that much in Asian countries. However, you never know, you may discuss with a lawyer.

Thanks for the suggestion, but there is really no appeal process. I have consulted a couple of lawyers and they said that there is no formal appeal process but you can apply for juducial review of the application which could cost around 1000 to 3000 with no guarantee of positive result.
Reapplying without knowing the real reason is also equivalent to inviting another rejection. I a going to request the CAIPS and have contacted my local MP to contact consulate in Islamabad to reconsider the application and further review by a different visa officer. However I have experienced this earlier with my mother's visa rejection and visa officer do not trust MP statements either.
Everyone including me, MP and sponsor of the applicant is stating with authority that applicant wil;l return back to Pakistan after her studies and visa officer do not trust anyone? If all parties are endorsing the same thing why visa officer is at least going to give benefit of the doubt (which is her own perception) to the applicant. Iguess I'll to see the results this time again and this is the worst form of democracy where everyone is supposively a liar and visa officer is not.
Canadian visa system needs to change for good and it should allow applicant to appeal the decision and let it reviewed by a different officer at that point. Also there needs to be more trust since people involved have credibility and visa officer should take their statements seriously and stop acting like 2 yrs old kids

It is really sad what Canada is doing, I think it is even worse here in Nigeria. They refuse visas for very flimsy excuses. The reasons 4 refusal is usually stupid to say the least.

In reference to the message by sami_nj to my surprise 100% same thing happened to me with the same visa officer asking for medical exam which i did.

Then she asked for my FBI clearance document as i had my masters from USA, then she asked for me to come for an interview via telephone and also ask for deferment for my admission from the University which i did. Finally she told me to confirm it with her, when i told her that i have applied for the FBI documents. She refused my case without an interview or getting my FBI clearance.

I can bet that she was the same visa officer with same Chinese accent.

Interestingly when i finished my Masters from USA i came back, why would i stay in Canada and besides the program that i applied for is the only one which you can't find in Pakistan. Which i needed for me to move up my career further and work in the economic development area.

Any how please advise if any one knows any thing about solving this issue as i am highly interested in the program of my study.
