Hi everyone.
All of a sudden, I start having doubts about what I heard from CIC.

-I am sponsored by my husband.
-I am Korean citizen.
-I am living and studying in Canada for 3years (holding a valid study permit).
-I am going to apply for outland sponsorship.

I called CIC and aked an CIC agent if I can apply for outland sponsorship while I am residing in Canada.
The CIC agent said "YES"

Then,
the CIC agent told me I could send my application to Buffalo instead of Seoul office since it would be easier for me to go for an interview if it is necessary.

Is it really true that I can send my application to Buffalo?
???

You may submit your application for permanent residence to the Regional Program Centre in Buffalo if you have been lawfully admitted to Canada or the United States for a period of at least one year. If you cannot meet this standard, you must submit your application to the Canadian Visa Office serving your country of nationality.

if it comes up that you need an interview, you will need to go to buffalo for that interview... if you are inadmissable to the US, you will be non-compliant with their requirements (interview) and your application could (will likely) be refused.
