well there are many experts here and they have been the source of my knowledge as well.
to answer you question..

it's not quite clear for me what exactly "Visa Office eligibility review complete"means???
It means that your points have been calculated based on the information you provided.. same process which CIO does.


How do they evaluate applications at this stage? I mean does that mean that the applicant has the pass mark so the are eligible for processing?
recvd by visa office --> visa office eligibility review complete --> in process
a negative eligibility gets single promotion and positive eligibility gets double promotion.

when the ecas status is "recvd by visa ofice" the actual thing in process is determination of your eligibility(calculation of points). when this process completes, a decision is made by officer whether you are eligible, and accordingly the ecas is updated.

a positive eligibility means file goes "in process" and verification starts.
a negative eligibility means the procedure ends for you so ecas shows "visa office eligibility review compelete"


My status is In process now however I was asked to provide some more supporting documents.????
that means that your eligibility check is done, you have qualified and now documents are being verfiied.. however, the officer might need some clarification or additonal information from you, so have asked for it.

These are my views and understanding, e-cas has never been 100% reliable though

See New Delhi Visa office I haven't seem some one yet with this status and a rejection but I have seen 4 -5 cases with similar status and a rejection with London Visa office. Kindly tell you friend to wait for official communication.

Well, my status changed from 'Received by Visa Office' to 'Visa Office Eligibility Review Complete' yesterday.

This change was seen on the first page after login to ECAS. However, upon clicking it, it shows the same as it has been showing, those 4 sentences:

"We received your application for permanent residence on September 9, 2009.

We reviewed your application and sent you a letter on November 4, 2009. Please consider delays in mail delivery before contacting us.

Your application and supporting documents were received by the New Delhi office. They are pending review.

We transferred your application to the New Delhi office on November 12, 2009. The New Delhi office may contact you. "

My full application was received @ CHC ND on 8th Feb.

I have not received any communication from CHC yet. Will hang on to the slim hopes which Romford's case has given me. Otherwise, 90% of the 'Visa Office Eligibility Review Complete' have been rejection cases, that too, after a wait time of upto 3 months (those 3 months would be AGONIZINGLY distressful).

my online status shows,,, visa office eligibility review complete and we are processing you applicaiton... after this i got medical request.. asfar i understand, they checked all the documents to see if i qualify and started process, means medical, and other security checks, job varification etc.. so wait for their communication/letter, it might be medical request as CHC ND is really fast track

*sigh* I wish I knew.

I thought mine was a reasonably straightforward case. I qualify under NOC 0213 (I agree, depending on their verification which happens after 'In Process'), my own sister is a citizen of Canada, spouse's education (Pharmacy) is 'in demand' in Canada, a score of 8.5 in IELTS, total 77 points, clean PCC, proper Univ Transcripts, proof of funds as cash over 3 months bank account statement, etc etc. I have no idea why would my case get rejected even before verification/background check.

Well, I have an earlier file in queue, under old rules, which I skipped mentioning about in my new application. Could that be the reason?

I submitted full documents end of Sept 09 and status changed to received by visa office within a week, 23rd OCT they started processing and status changed to "visa office review complete, we have started processing your case". 29th they sent me medical request which I received on 5th Nov. after medical status has not changed. hope this helps

Btw, I received the rejection letter by post this afternoon.

It said that "...since there is no authorized document from your current employer stating my duties, I am not satisfied that you qualify under NOC 0213...."

I could not provide a ref letter from my current employer as it would pose a job risk if I asked for one (coz then I wud have had to disclose my immigration plans). I had mentioned this in the cover letter and also welcomed any kind of verification/background checks that the CHC wants to do. But I guess the IO decided to reject it straightaway without any verification. Dim on luck, I am.

Sorry to hear that. Well... at least you were spared the agonizing wait! As discussed, don't lose heart. Your case seems solid, so either try to obtain your current job's documents or try for PNP, QSW, etc. Good luck!

Normally how much time London office takes for changing "received by visa office" to "in process"??
I know that ND office is taking 1 month time only... what abt London?

It is funny. I applied in Jan 2009. sent full application May 09. In process June 09. It stays "in Process" since then. Emails sent to CIC London always says "File pending Officer Review". NOC 4121. What does it mean....since June 09. No other communication from CIC.
Please give your views.

i would say on an average 3-4 mnths after receiving AOR from visa office. we have the same timeline
