visa office e-mail form not loading

I was told

For all e-mail correspondence with the [name of overseas] office, you are requested to use the enquiries form at:
https://dmp-portal.cic.gc.ca/cicemail/intro-eng.aspx?mission=[overseas office]

But https://dmp-portal.cic.gc.ca/cicemail/intro-eng.aspx isn't loading. The browser tries to connect but it just times out as if the CIC website is down. I've tried from different locations using different browsers. Anyone have any suggestions as to how to advise the overseas office of an address change for the principal applicant? Just use snail mail?

Go to www dot Canada dot ca website and go to Help center.Search for email form.You will find email form where you can request for a change of address.

Obviously, change Havana to your VO.
