If you present your this IELTS score to VO he will definitely refuse your application. But there are possibilities to get a visa without IELTS.

Please share your complete profile e.g.: Previous education, Proposed University etc.

Maybe you can try to get a visa to study and learn english in Canada or Australia

I never believed that numbers are everything. So, I am not here to discourage you. But, however in the present scenario you have to take many things into considerations. If you can improve your English while at home (it will take time, but will be worth it) and also find an employment / learn a trade (in any skilled category which is currently in demand). Then re-appearing at IELTS and also showing some experience, you may be able to convince the VO that for your current occupation / experience, you may be considered.

This is only what I feel. But, you will be a better judge.
