VISA from second child while parents have PR

Hi All, need your urgent advise
one of my friend has Canadian PR cards but residing in India these days, they gave birth to their child in India last year and now are in process to move to Toronto.
Since their newborn doesnt have PR card, what kind of Visa should they apply for him in order to accompany their child to Canada ?

They can try for a TRV. If refused, they can try for a TRP. If that is refused, one parent needs to return to Canada to sponsor the child.

They only can

Landed n received PR card early 2018 but havent lived there since then, just planned to move now, its still valid so i think it meets RO

So yes they are still compliant with their RO.
