Visa Forex card as POF

Does Forex Visa card from major banks like Citi and ING can be used as POF? instead of making traveler cheques and DD's my Bank is suggesting me to opt for a one as it is more convenient and I can load as much money I want and withdraw it from any ATM worldwide with a small fee of 1.4$ per transaction.

I don't think so. It is hard to prove what amount is loaded in the card

Hard? what if you have card statement from issuer stating card value in $?? along with that you can show fund value through card online portal.

Travel card is not acceptable as POF. Plz make sure that u dont carry dat..
