visa for SIAST??

i have completed my bachelors in electronics and communication and have got the acceptance letter from siast for certificate course in Electronic Technician.

is there a chance of getting visa for a certificate course after engineering degree?

SIAST is my last option as i have been rejected admission in university of regina.
