My husband will be landing in Toronto mid-September. As there are no direct flights, he has no choice but to have a layover, either in Germany or Austria. Normally, in order to visit there he would need a visa. But for just a 2 hour layover, would he still need a visa? Is there anywhere I could find this info (online)?
 
I dont think you need one if you're in transit, which means he wont be clearing customs. The best way to check is to call the airline they will know.
 
i do know that people can transit through UK or Netherlands without a transit visa if they hold Canadian COPR and their next flight leaves within 24 hours.

Check on their immigration websites to be sure, but I would think Germany certainly would have similar rules, though I don't know about Austria. Germany is a major connection centre for flights from Canada.

Check with your travel agent, the airline, and/or the German and Austrian embassies in his country. The embassies will be online. He'll probably need a transit visa, depending on the country he is from.
 
i just googled germany transit visa and austria transit visa. germany makes exceptions for those who have COPR, it looks like austria does not. definitely check yourself though, before booking!
