visa extension granted, new TRV refused, please help

Hi. I really need your help. I am applying for a visitor visa again in Canada. I was granted single entry visa last June 2012, they gave me 6 months validity, at some point i was about to go home, my sister asked me if i could stay with her for some time since she is working and no one would check my nephew when she's at work, i applied for visa extension and they gave me another 6 months, then i applied again and was granted another 6 months. Was hoping to get another extension to spend Christmas with my parents since they will be travelling to Canada too. But sadly, I was refused a visa. Now that I'm here in my country, I am applying again for TRV which they say that they are giving now multiple entry and thats all I need so it will be easy for me to visit my sister any time. I already applied for Visitor visa but i was refused the first time because my agency who fixes my papers neglect to give details in one question. Now i have answered it but the second time they submitted my application i think they did not submit all my documents because when it was returned to me, my other documents were missing, so in short, i was refused again. Now, my question is what should i do to get a TRV? My family has to be in Canada next month because it will be my sister's birthday and they are having a house blessing since they already moved to a new house. We are thinking to apply a family visa since my parents are also coming on the said event. What should i do to satisfy a visa officer? I submitted the same documents when they gave me a visa before plus I will be submitting new documents again in my application. Will they give me a TRV now? Please help me. I would really appreciate all the help. Thank you.

By the way, my whole stay in Canada was legal, i did not overstay and i left Canada before my visa expired.

It's impossible for any of us to say if you will be granted a TRV.

You have been spending a great deal of time in Canada (a year and a half straight). So CIC may be looking for you to prove that you have strong ties to your home country before they will approved another TRV. You should make sure you provide this kind of evidence when you apply. Strong evidence are things like proof of a job, proof of property ownership, proof of school enrollment, etc.

It would probably also be a good idea to make this trip much shorter (e.g. a month) rather than telling CIC you plan to stay for another six months.

Thanks scylla! my family owns a business and as of the moment, my father and i are engaged to a new business partnership, i hope the business name and permit would be a strong evidence that im still coming back home. I hope i'll be lucky again to get another TRV now that October is fast approaching and i need to be in Canada.

You don't "need" to be in Canada - you just "want" to be in Canada. If you are writing any letters or including any statements with your application to CIC, you should stay away from the word "need". Using words like "need" make it seems like Canada is more than just a place to visit for you - but is instead more of a home. Again, you need to make it clear that you have no plans on remaining in Canada long terms.
