Visa Exempt vs. Non Visa Exempt

So here's the deal: I am a citizen of two different countries, one is visa exempt, one isn't.

When I traveled to Canada I presented my visa exempt passport and I was let through no problem.

I do wonder though, if they found out that my habitual place of residence is in the NON visa exempt country, would that be a problem? Is it considered "cheating" or "lying" to present the other passport?

What does everyone think?

No problem as long as the visa exempt citizenship is valid, it is permissible.

I only worry because I know NON visa exempt visitors usually need medicals and such because of living in 3rd world countries. So if you enter Canada with a passport from a a 1st world country, and then they find out you actually LIVE in a 3rd world country, I could see how that would be a problem...
