visa denied twice.kindly help!

I have completed my b.com in 2014 and then applied for diploma in business management at northern lights college.
I got my rejection for the last September intake stating the reasons that your proposed study shows no reasonable progression in your studies.
Then I again applied for January intake by filing an appeal.since I don't have sufficient documents to file under non spp category.the reason was same I guess because this time I didn't applied for caips note but the general reason was same which was regarding my proposed studies. I explained them properly why I wanted to take diploma as I want to do CPA and this will help to get some papers exempted in CPA.

After two times rejection I have decided to change my course to PG diploma in BM and I have also arranged a support letter from college.
Since I don't have sufficient docs so I cant apply in NON SPP category.

Kindly help me out! How should I proceed and this change of course and support will help me to get my visa this time?

Please help me!

You can't apply under SPP again. If you apply under SPP - you will be refused again.

You have to apply under non SPP.

Yes - changing your course might help. You should have never applied for a diploma (this was a bad decision on your part) and it makes sense you were previously refused.

My consultancy has applied again for this intake as an appeal.i don't know much about this but they asked me courier them the documents which are required under SPP category.
Again after changing the course they are asking me to do the same.
Since I don't have sufficient docs for filing under non spp category

It's not going to work. Again, you can't apply under SPP again.

You're not appealing - you're submitting a new application for a new program. Your consultant doesn't know what he's doing and is wasting your time and money. You're going to be refused again.

Is there any way out?
No - no way out. Your only choice is to apply under non-SPP if you want to study in Canada. If you don't have sufficient docs., you'll have to wait until you can obtain the required documents before you apply again.

Don't submit the third application. Or withdraw it if it has already been submitted. Once you have three refusals it's going to be very difficult to get an approval - even under non-SPP.
