Visa denied despite having a full scholarship for Master of Applied Science

Hi everyone,

My name is Zoe. I write this because my husband has been facing some obstacles regarding his study permit even though he has a fully funded scholarship. We find it difficult to understand and drown in discouragement, so we need advice from those with professional experience in this matter. Any advice would be precious and helpful to us at the moment.

My husband's background
Date of Birth: 28 Jan 1997
Occupation: Been working as Chemical Engineer for nearly 5years for a japanese company (having 10months in Osaka).
GPA: 8.66/10 equivalent to 3.66/4
Ielts: 7.5 (2017) 7.5 (2023) with no band under 6.0 for both times

His scholarship
Program: Master of Applied Science / with research activities in professor's lab / project about CO2
Start Date : September 2023
Funding: approximately $33,000 per annum with stipends (tuition fee for 1 year only costs 15k2)

Teaching Assistantships 2023-24: He will be contributed as a Teaching Assistantships for Design of Unit Operations 2023-24


His Unexpected Situation
My husband only submitted the required documents on the website and did not add any other documents, such as a study plan, degrees... He received his visa rejection letter on 25.07. Meanwhile, his friend, who was also admitted to the lab and submitted only the necessary documents as per the requirements on the website, has already been approved and obtained a visa. My husband was extremely surprised and shocked. He had tried to secure a full scholarship to pursue his dream of studying green chemical processes but was denied a visa for seemingly unreasonable reasons, such as insufficient funds.

So I have 2 questions to ask:
1. Why had a full scholarship but was refused a visa?
2. What should he do if he will be denied again?

What were reasons for refusal? How long is program? How much in funds did he show? Did you apply for SOWP? Is tuition feed paid or being paid or part of the $33k funding?

  • Iam not satisfied that you will leave Canada at the end of your stay as required by paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/ section-216.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:
  • Your assets and financial situation are insufficient to support the stated purpose of trave for yourself (and any accompanying family member(s), if applicable).
  • The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
  • Your current employment situation does not show that you are financially established in your country of residence.
- My husband applied from Vietnam
- 2 years for master program and the scholarships will be rewarded each year
- I did not apply for SOWP
- 15k2 is a part of 33k
- TAships around 40$/hour

Order GCMS notes to get full reason especially bullet #3 states IRCC believes he will not leave. He needs to show that he has no intentions to stay beyond program. What are his career opportunities and better salary when he returns to Vietnam.

So how much in funds did he show? He needs to show his own funds. He is getting paid $33k including tuition. Future TA job is not funds nor considered.

So he is Vietnamese so what did you show that he is financially established in Vietnam?

My husband only submitted the required documents on the website consisting of a funding letter, LOA and did not add any other documents, such as a study plan, ielts, his degrees, payslip...we so confused because his friend who was also admitted to the lab and submitted only the necessary documents without study plan or proof of funding (exactly same as my husband did) has already been approved.

Just because his friend got approved doesn't mean your husband will too. He should have applied with all the documents including a Statement of Purpose, payslips, bank balance, etc. Also, did he work in Vietnam of Japan. Working abroad may show weak ties to his home country

He has been working as a Chemical Process Engineer for a Japanese chemical company for 5 years in Vietnam and had 10 months in Osaka to do a project then came back to Vietnam after the project done.

He and millions of students have scholarships and "potential" assistantships!
That's not enough to get you a visa!

In the "Optional documents" section (from the visa application) there is "client information".
Here you will prepare a big file consisting of everything: a letter of explanation, language results, previous bank statements, pay stubs, tax reports, assets (house, car, land), ID, a letter from an employer from his homeland (let's say the company now he works with) that they are willing to hire him back once he is done with his studies. This letter is very important!
What the immigration officer needs at this point is that you have enough money for the foreseeable future and that you plan to go back to your own country!

Don't worry you have enough time.
Permits can be issued even in a week!
As I said previously, you need to convince them that he intends to return to Vietnam.
While scholarship and funds to support yourself are important, the document that assures you a visa is the "future" employment letter, assets, and family connections.

Don't worry, I was like your husband and didn't apply with all the documents because they weren't 'required' but they are if you are from a developing country no matter what program you are joining. 2nd time I was approved.
