Hii I was in Northern college pures and just received my revocation letter and now they are saying that either get deferment or a refund so if I take refund, will college deduct any kind of fees from my tution fees ? because they deduct 1800 dollars in case of fees withdrawal.

I believe $1800 is accurate for withdrawals. Since your visa was not denied and merely delayed, it is accurate I believe. For clarity, I suggest you email the college asking them directly for accurate information.
