I am Cuban citizen and want to start a program in January in the Centennial College
I cannot take any English proficiency examinations in Cuba so I have requested the uni an acceptance letter. They have agreed to send me a conditional acceptance letter. My concern is, when I apply for my student visa, the officer in charge of my case, when he sees I have not taken the English proficiency exam, can this be a reason for refusing my study permit application?

This should not be a problem for visa. But it means you will have to take the english for academic purposes course first at your school which is expensive and a time consuming before you start your actual program.
