Okay guys so i need your help. I a friend got his visa approved yesterday but he wont be able to reach Canada in time to start his classes. He'll be a week late. The University is saying that he should defer it September 2018 as they don't accept late students. Will there be a problem as he has gotten his visa but will enter in August?

There shouldn't be a problem. This is a pretty typical situation. If he starts school in September and has proof that he has been studying full-time and that he started in Sept 2018 he should have no problem getting an extension. He will have to explain why he had to defer and include his proof of registration and marks attendance for the course he is taking.

No he has just finished his A levels in August and applied for Jan 2018 but the cic has delayed it. So if he defers it and show the new LOA at the port of entry, will this be okay?

Yes he can defer. He will need to show his student visa at the port of entry. Sure the student visa will include instructions about any further documentation he should travel with.
