No, they are both SDS, but i have recently submitted form to withdraw the first one, on which it says it might take 28days, so how many days i should wait before applying second time?

Well, you shouldn't have two applications in at once for the same thing.

did you submit a webform to withdraw and received response from them? I never got back response from them for any of my webform

i applied it last week and haven't received anything yet, but the processing time is 28 days.. so just being hopeful.
