Vienna Process time

Hello Everybody,
I had applied to the vienna office (Federal Skilled Programme) and received AOR on 10th Dec 2007. Later I received a letter stating that if I am interested to carry on with my application on 8th Sept 2008. But since then I haven't received anything from them. I would have expected the office to ask for my docuements atleast after 8 months of that letter, but still waiting... any ideas why is that delay... or is there somebody who has received that during this time and still waiting for the documents to be requested.
