Vfs have already informed that they are working on PPR's but there hasn't been any update on the biometrics or reopening of Vac's..

I see. Well I just think they would open for biometrics too next month with some limitations, since Canada is gonna allow students and families to enter soon. There is no reason to close it for November too as it is open for most other nations and as they have used almost all best excuses there was.

Guys, I am Russian, we have the same problems with VAC as in India

September 7 - applied
September 10 - medical request
September 19 - medical passed

Then I had a chance to give biometrics in Istanbul

So, October 8 - gave biometrics
October 15 - BVL
October 17 - original passport request

VACs in Russia are open only for getting and sending passports
I believe it is the same in India
Also I would like to mention, that we dont receive AIPs
A friend of mine whose studies started September 6
Received his aip and passport request only august 28
And another my friend received passport request september 15 and got his passport back October 8th with visa stamped and he never got AIP

Today I got my passport request.

Congrats. Did you get it by email or on your online portal?
