My nephew has arrived in canada and has a condition on study permit - " Attendance at the university, college or other institution specified by the immigration officer "

Institution name on permit is Designated learning institution - AB

Can he change college and province under this condition or no ?

He got offer letter from another DLI

His studies from his first college in AB did not start yet.

Please help me out.

Short answer is no. He needs to apply for a new study permit of he wants to switch DLIs without completing at least one semester at his first school.

1/ No, he can't change. He has to complete the first semester at the DLI before he can switch schools.

First time come across conditions on study permit insisting holder to attend institution specified by VO, technically the answer is NO. and in my opinion even after first semester, holder needs to change conditions if he wish to attend another DLI...otherwise, there'll be issues with pgwp. Looks like changing DLI has become common, i foresee in future they will ban changing DLI completely.

This rule would apply even if the study permit didn't specifically state this condition.

Students who want to change DLIs as soon as they arrive in Canada need to get a new study permit.

Your nephew needs to apply for a new study permit if he wants to switch schools. He will also most likely need to defer his studies to the next semester since it's very unlikely the new study permit will be approved by September.
