Very important and urgent !! Can withdrawing visa and applying again affect my chances of getting approval?

if they have already started review it might be difficult to withdraw
no it does not. unless they have updated your final decision, you can withdraw anytime and apply again.
There is still update. no status is shown.

absolutely it depends on VO weather they allow you to withdraw the application since you have the valid reason to withdraw it should not be a problem unless they have made a decision without updating in gc key

I actually want to withdraw because i want full refund from my first college.
You can withdraw if that's the case. There's no point wasting your or your parents' hard earned money if your college refuses to give full refund
