hanji veer ji.... i am also thinking to avoid panga.... and make it as simple as possible...coz its better to wait for a month or so then facing an initial rejection.....
however as matlal said.... cic do not look for points eligibilty at initial stage....i agree to him...wats ur opinion..

Claim 16 point for IELTS factor and apply for Canada PR.
They are not sure about your IELTS level and will accept your initial application.

i will do the same as u suggested....

however in the meanwhile i was just concerned about the changes in NOC..

what do u think when application get locked for an applicant... when one get AOR from NS or when one gets AOR2 fron local visa office... here is a little confusion...
