Hello Khanm
What do you mean cleared? Do you need to send it back to the US?? Or do you wanna import permanently to Canada?

Check this website of the registrar of imported vehicles it might have the information you need:
http://www.riv.ca/

Also there are seminars on many provinces on how to import a vehicle, you may find one close to you where you could attend:
http://www.cbsa-asfc.gc.ca/events-evenements/menu-eng.html

Remember even tho there was a way to import a vehicle permanently once inside (im sure there is one) you won't be able to import it if it first doesn't meet the eligibility requirements, here is the list:
http://www.tc.gc.ca/roadsafety/safevehicles/importation/usa/vafus/list/vafus.pdf.

I couldn't find any information on how to import the vehicle once inside, but I'd suggest you to call the RIV, this is their contact info:
Registrar of Imported Vehicles
405 The West Mall
Toronto   ON   M9C 5K7
1-888-848-8240
info@riv.ca

And this is the link where you can find another phone number thay might be useful:
http://www.riv.ca/english/html/contact_us.html

Another information i saw online was this:

For customs information about importing vehicles into Canada, contact the Canada Customs and Revenue Agency’s automated information service free of charge at 1-800-461-9999. You can also find information on the CCRA’s Web site at www.ccra.gc.ca.
I saw this at: http://www.canadiandriver.com/2003/09/15/feature-how-to-import-a-used-car.htm

GOOD LUCK AND PLEASE LET US KNOW HOW IT WENT.

Flori i will call on Monday and let you know the outcome. Thanks for your help
1. The OP's problem is that s/he has to export the vehicle from the US, and doesn't have a US visa.
See: http://www.cbp.gov/xp/cgov/trade/basic_trade/export_docs/motor_vehicle.xml
2. So s/he is going to have to obtain the recall letter from the US and fax a copy of the title to the US border point where s/he will export it.
3. S/he is going to have to find a person able to enter the US with his/her permission to go to the US office and complete the export, then return the car to Canada and go through the instructions at RIV to import the car to Canada. www.riv.ca

But he got the vehicle from the USA already into Canada, so he must have filled some kind of temporary export form. So he might not need to re-enter to the USA anymore, but I don't know for sure.

Lots of people drive across the border, but if you want to register the car in Canada, you have to export it from the US and then Import it as well as have it inspected.

Does CBSA even require a stamp from US Customs on the title to import the vehicle to Canada? I have witnessed someone importing a vehicle at the border who didn't stop at US Customs first. The CBSA officer still appeared to process the importation paperwork.

Call the CBSA line and find out if it is even necessary to have the title stamped by US Customs to get the car legally imported into Canada. When I registered my US car in Canada, they didn't even take the old US title, they just went off the paperwork issued by CBSA. If CBSA will issue the paperwork w/o the stamp, what do you care?

If you have a stranger, or someone your hire, drive your car into the US just to export it, you may be asking for problems for that person--because I would bet it would make US CBP very suspicious as to why that person is driving the car of a person they don't really know into the US. I'd hate to be the person to have to explain that one to US CBP. You can almost guarantee that person would acquire a suspicious entry record in the database and end up getting sent to secondary every time they enter the US. I pity the fool that would agree to do that.....

So you didn't have to take the car back into the US first?

I called CBSA hot line and advised them i have a us vechicle with me in canada and i need to import the right way. They told me i have to go to the border but i said border is 3 hrs away from my home. CBSA advised me to take my vechicle to the trucking bond warehouse for CBSA close to YYZ airport and they will process all the paper work for you and all fees will be paid to them. I went down and did all the import paperwork paid fees and then went down to RIV and paid fees and then Canadian Tire to do all the check and paid fees and then went to Minister of Transportation and paid fee and i got custom made licence plate as YYZ 777. I was all stressed out but it all worked out for better. Hope this is helps!!!
