Not yet, still showing "In Progress". From what I have seen so far, it usually changes the day after you get the Portal Email.
Yes! Around noon and then received the email a couple hours later
Last time I checked which was Feb. 3 my PVO was Etobicoke and SVO Vancouver, not sure if they changed since then, but portal email came from Etobicoke

I’m the same case as yours, aor Oct 26th, my bg passed on Jan 31st, then eligibility is in progress since feb 24th in the tracker. hope I will hear the good news from IRCC soon

as expected, my eligibility changed to complete this morning when the tracker was updatedDon't worry, we both are in same boat.My eligibility still as "not started" Oct 18 AOR, I'm getting more concerned every day
Can number of dependents included in the application has impact of processing timelines?

I finally got a hold of an IRCC agent yesterday:
AOR: Nov 10
Medical passed: Nov 24 (tracker and CIC portal)
Eligibility: In Progress (tracker, it changed from "Not started" around Feb 13 until now)
Background check: Completed (tracker); however, IRCC agent told me that it is still in progress (Security: Passed, Criminality: In progress)
Ghost Update: Jan 31
Primary VO: Kitchener
Secondary VO: Vancouver
Now it's just a waiting game. I ordered my GCMS note on March 3 as well.

It's so awkward that you have only criminally in progress since this is the first stage of BG check generally, and starts during the R10.
I will say that I'm not trusting trackers/ agent information at all. Have seen many people with everything as "not started" getting their portal emails. At this point, we can only rely on the GCMS notes I guess
