I think Surrey office is probably the most busiest since they are serving Surrey (which is already one of the mostly populated cities in Canada) and then cities around Surrey. I submitted my application in October 2019, havent heard about test date yet.
I live at South of Fraser river but the centre assigned is in Vancouver. Therefore, your test maybe in Vancouver

Unfortunately I didn't pass the test in Nov 2019 and I have been waiting for the re-exam notice. So far it's been 3.5 months but nothing yet. Here is my timeline on ECAS:
We received your application for Canadian citizenship (grant of citizenship) on April 25, 2019.
We sent you correspondence acknowledging receipt of your application(s), and a study book called Discover Canada on July 16, 2019.
We started processing your application on August 27, 2019.
We sent you a notice on October 31, 2019 to appear and write the citizenship test on November 21, 2019 at 1:02 PM. The notice you will receive by mail will be your official confirmation of your appointment. If you have not received this notice prior to the date of your scheduled appointment, please contact us.

I've called the CIC who said everything looks normal. I also ordered ATIP notes at the end of Jan 2020, which took exactly 31 days to deliver. Below is the ASSESSMENTS summary.

It looks like nothing has been done since my failed exam. I've searched all those threads where folks failed the 1st exam, but pretty much everyone got their 2nd test invite within 8 weeks at most. It does look like Lower Mainland area is much slower compare to GTA.

Well, I just got my re-test invite today (March 9). There is hope!

My coworker who had her oath scheduled/cancelled in Surrey for March 24 received her virtual oath invite yesterday by email. Her virtual oath will be July 16th.

When does the file actually transfer to local office, is it after AOR and when it changes to In Process or later?
 
Surrey or Vancouver office, are they doing anything at all? Anybody got Decision Made after tests? Any new oath? It's been many months.

I did my test on March 12 and got DM on March 13. Surrey office, applied August 1. Nothing after that. Haven't even heard anyone talking about Surrey or Vancouver in any other forms. Don't know what IRCC is doing.
