I'm a July 2019 applicant from Vancouver. My test was scheduled for April 1, 2020 and was cancelled in mid-March, 2020. I'm waiting for a second invite too.

Yes it would. I just got my oath invite today, for April 23th. Got it 8 days after decision made but had an urgent application so not sure if you can use that timeline
