I got citizenship on 13, when can I apply for passport?

Maybe today, certainly tomorrow.
(IRCC says to wait two business days before applying for a passport, so 13th was citizenship ceremony, 14 and 15 are two business days, so 16 is the day you can apply. You may be able to apply before then, but that's not guaranteed to work, as the citizenship database may not have been updated yet.)

quick question. I live in Richmond and exam is in Vancouver. I know name and parties of Legislative & federal members from Richmond also Mayor and Counselors names of Richmond. Do I need to memorize same for Vancouver and all about electoral districts of Vancouver ?

quick answer will be highly appreciated. in case answer is yes can some body provide me names

Q on Decision Made.

I wrote the test on 22nd Feb. Coming up to a month and still no Decision Made - meanwhile a lot of people have gotten decision made.

Was wondering what could be the cause of the delay?

I don't expect so. The study guide is the only document you're meant to use to prepare for your test, and that only has space for your MP, mayor/reeve, etc, and not those of other areas.

Your background checks may not have been completed.
Test invites can happen before background checks are completed.

How they gonna identify me as Richmond resident ? are they going to put my home postal code in system before starting the test ?

I think it's highly unlikely they'll ask anything about someone's local MP/district/municipality. Not impossible, but unlikely.

(I can come up with some ways they could make such a question work. The easiest one would mean they check your location when they mark the test, rather than deciding which version of the test you are handed upfront. In any case, I think they're not going to bother, but don't know for certain they won't.)
 
Gave the test today 20/20- it was easy because I studied the guided and lots of practice. No questions on mayor, mp, years etc. for me. However I will suggest read the question thoroughly and answer. I also followed http://canadiancitizenshiptestkit.com website practise tests too - just click on practice test and you can give different tests each time without registering.

Will the oath invite be sent by email or mail from Vancouver office?

You don't need any of that. The test takes place with applicants from all over the province, and different tests are randomly distributed so people seated next to each other's don't get the same questions. So absolutely no way for them to track you to such question The Guide has that as a way of encouraging you to become more familiar with your district Best of luck.
 
Q. for interview ( parents over 65 ), do they ask anything? like PM of Canada or etc - or is it simply looking at passport and confirming name etc? also do they have wheelchair availability

IP: January 23, 2018
FP request: February 8, 2018
FP done: February 13, 2018

I'm wondering is FP request has any affect on the process time, and when do you think I can possibly get the test invite?
(PS. I'm aware this is such a useless question, and simply posting it to handle my anxiety. Though feel free to answer.)
