The day u r months 36+, u can head for the Citizenship Application, even before 4 yrs. But, remember this eligibility is in the last 4 yrs pd only... counted from the day u apply, backwards.

hi people writing to you as am a bit apprehensive i wanted to apply in September as psychologist noc 4151 but for some reason it might stretch upto November do you think it will be too late to apply?? can i check someplace if the quota is full??? PLEASE HELP

No, you cannot check any where about reaching the CAP.

I am also going to applying in later part of November, and we can only hope that the 20,000 cap should have not reached by that time, as this 20,000 means 20,000 completed (eligible in all respects) applications.
