I'm not sure I understand. Your friend should request the notes about his rejected visa application(the same notes which contained information that was not his).

Sorry I wasn't clear. The notes regarding the visa were requested. It was the additional notes that came with them that stated if you had issues with the SERVICE providing them you could make a complaint. There was nothing to guide you if there were actual ERRORS in the documents. I have now requested the physical files as well.
