Probably s dumb question but...

After landing with the copr can a pr leave Canada without the pr card and reenter Canada at a land crossing using the copr as proof of being a pr?

I'm guessing not as it isn't listed as an "other document" for private vehicle land crossings.

I'm fairly sure Saskatchewan does not issue an enhanced photo id/drivers licence or that would be the easiest next best option.

Reason: my spouse and her child want to land in February (copr delivered today) but a custody plan requires the child to visit his father at the end of March and the timing is too tight to ensure the child would have his pr card delivered in time to return to Canada after this visit.

Yup, you can do it. They can also enter with just their passports and telling the CBSA they are PR’s and are waiting for their cards. CBSA can reference the passports.
