USA Visa Advice needed

Hello everyone,
I want to apply again for US tourist visa.
Previously, i got rejection when i applied for first time when i was in my 3rd sem of college it was near l15 dec 2015. I was on student visa. And i applied-in toronto.I didnt cleared that interview may be i got nervous and didnt satisfied the consular.

I am planning to apply again bcz i want to visit my friend on his birthday which is in march. My real brother is also in California he is PR there.

Currently i am on 3 year wp from which one year has got finished means i have 2 years more and working full time permanent job as an supervisor.

I need help and advice. Should i apply again now within december or should i wait until i get my Canadian pr.? Cz i will be applying for express entry in February 2018.

you need to gather some documents that shows the purpose of your visit, ties to country of residence and financial ability. Friend's birthday might not be as strong purpose as visiting brother in california. so you can mention this one as your purpose. for ties bring employee verification letter and for the money stuffs bring your bank statements with proof of fund or your pay stubs.

And of course make sure you declare the previous refusal yourself even though they will have it on their system.
