Last year my sister applied for USA but she was rejected. Now she applied for Canada. Is the USA rejection create problem for her for getting canada study visa?

no it wont. Every application is treated on it's merit. tell her to disclose her US refusal when filling the forms to avoid being banned for 5 years.
