USA born baby to Canadian PR parents

Hello, I have similar situation. My, my wife and elder have PRs now. Later my younger son was born in the US. Can you please help me where to apply for child PR and what steps to follow? Short visits of Canada are ok but at least 1 parent must be present in canada to apply for PR? Why is that so? Can the parent be traveling after applying for child?

At least one parent must be living in Canada at the time the application is submitted and then continue to live primarily in Canada while the application is processed. This is so because these are the rules to sponsor your child as a PR. Short trips outside of Canada are Ok but one parent must be living in Canada and spending most of their time there to qualify.
