You'll have to ask somebody on a US immigration forum - this is about immigrating to Canada, so we don't know. Try visajourney.com

She could, but there has an income requirement to fulfill, and since she has no job or home in the US she would need a joint sponsor in order to prove she or the joint sponsor together has conditions to support you financially. Also, she would have to go back to the US. A friend of mine is married to an american and they were living in our country for over 5 years, until they decided to go back to the USA... But he didn't have the minimum income for sponsoring her since he had just started in his new job, so his father signed the Affidavit of Support as a joint sponsor, and everything went just fine.

Canadian Citizen not need income requirement when sponsor is disable is it same for americans?

Any american citizen who intends to sponsor a family member must fulfill income requirements, that is 125% above the poverty line - since every state has its own line, there is no minimum income set for the whole country, it depends in which state the person is living in. It doesn't matter the physical condition of him or her, the rule is the same for everyone.
