I had overstayed on my US Visa back in the days, and I stated that in my application when I applied will this issue effect the decision of the visa office?
You shouldn't have any problems.
I know of cases where they stayed in the US for years (without any visa) and they obtained their Permanent Residency for Canada.
One question, since you overstayed your visa in the US… you are not longer allowed in the US? For how long? ???

It will not be an issue. What matters is that you are allowed to be where you are now, in another words you must be legally allowed to be in the place where you are living now. What CIC office is your application being processed?
If you overstay you visa in the USA this will happen:
- if the time you overstayed is less than 1 year you will get a 3 years ban from entering the USA
- if the time you overstayed is more than 1 year you will get a 10 years ban from entering the USA
