I want to ask, with the Canadian PR in passport, can we travel any countries without visa or VoA?

Will it be easier to get US visa on Pakistani passport in Canada as permanent resident?

NO. Entry requirement varies between countries

If you have come from usa and claim refugee on border then its little bit difficult otherwise not an issue if you have a valid reason.

No, I have not come from US.

I was registered as a refugee by UNHCR (Thailand) and referred to Canada for resettlement under GAR category, it was a very long process by UNHCR, IOM and IRCC.

However, while in Thailand, I once applied for US B1/B2 visa which was refused by US embassy in Bangkok. In the visa application I honestly told them that I plan to travel to US to apply for asylum.

My question is: being a Canadian permanent resident now, would the US might still think I am possible immigrant due to my previous application? Or will they be more lenient due to I being a PR of Canada now?

Having PR will help. However you may want to wait until you are established in Canada (e.g. have a job, have lived here for a while) before you try apply for the US visa again.
