US PCC - using FBI channeler

Hello Everyone,
I am an Indian national and I did my masters in the U.S and lived there for two years. I received Express entry-ITA on Sep 6 2017. I looked up on FBI website to apply for identity history summary check and right now it takes 10-12 weeks processing time. I contacted Reliability Screening in Ottawa for fingerprinting and they told me that they can also do a digital fingerprint that will be sent to an U.S FBI channeler and I will get my identity check within 24 hrs. However, both CIC and FBI website says the service is only for U.S citizens and permanent residents. Since, I am neither both, I contacted Reliability screening with this question and they told me that for the purpose of identity check, if I lived legally in the U.S. that should be OK. The service costs 200$ and I don't buy their explanation. I don't want to submit a identity check only to be rejected by CIC. Has anyone, a non-U.S citizen or permanent resident used this FBI-channeler ? Please let me know, if you did.

It is only for US citizens and US green card holders. Do not use that service. You need to send the fingerprints by mail. There is no other alternative. Store all the receipts and submit it with a LOE if you do not get back your PCC within ITA deadline.

OK. Thank You for your reply. I don't know why reliability screening would try to sell me something like that.
