Police Certificate: From each country/state where the residence period has been six months or longer since the age of 18, provide an original police clearance certificate from the Philippines.
I am sponsoring my wife who is a US Permanent Resident for almost 4 years now. My wife became PR and came to US when she was 20 years old and she's 24 now, so I don't understand why they have to ask for a police certificate from Philippines when she's already PR in US for 4years.
Please help me to understand, i just need an explanation.

as the email states, she lived there for more than 6 months since the age of 18, which means she could technically have some sort of criminal record. she needs to prove she has no record in her home country. if she wants to pass criminality and security backgrounds, then she needs to get a record from her home country. this is a basic requirement for applying for PR. this is clearly indicated in the application.
