Would submitting an entry for US Diversity Visa lottery and not being selected constitute a permanent resident visa refusal?
Technically it is a visa application, only once the draw is done you are not being allowed to proceed with the application since you have not been selected.

It could potentially apply in the following statutory questions:
Has applicant been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

Has applicant ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

Would very much appreciate your view on this.
 
I think it shouldn't count as a refusal, but at the same time, it wouldn't hurt if you offer to mention "applied to US diversity visa but not selected". Seems like it's similar to the Express Entry profile, draws, and ITA process, no?

Quite different actually. The entries can be submitted in a narrow period once a year which takes exactly 5 minutes and the almost only eligibility requirement is having high school, so literally millions of people all over the world apply. The draw takes place once a year in a completely random selection process, and chances of being selected are approximately 1/75.

No, it's not a visa application, and not being selected is not a refusal. The lottery application is for the RIGHT to submit documents for PR. Once you are selected, you can choose not to apply for permanent residence. If you weren't drawn in the lottery, this means you never had a chance to apply for a visa, so you could not have been refused one.

This. No need to mention this anywhere unless you were selected, you applied for green card and then was denied based on eligibility/criminal inadmissibility etc. grounds.
