US Citizen & Canadian PR:Do they need travel doc to travel back to canada?

Hi All
I did a landing in canada last october with my wife and 1 year old kid. I am still awaiting my Initial PR card (delayed) and now I am in USA.

My 1 year old daughter is a US citizen and her PR card has also not come. Does she need a travel document oto travel back to canada?
I know US citizens dont need a visa in general but not sure if this changes after she became a PR. The reaosn I want to be sure on this is that I was told by airport agent during my landing that my Visitor visa to canada has became unusable after I got permanent resdence, I dont know if the same logic applies to US citizens.

In that case, do you know how much time it takes to get back travel doc in general or specifically from NY embassy?
