A relative entered Canada recently via land border with his expired PR Card,Passport and landing documents. He was briefly questioned by a first officer and was sent to a second officer with a yellow slip. He was questioned again briefly by this officer who made some entries in the computer and let him go. What does this mean? My relative says he answered all questions honestly.

It probably means that although the card was expired, he was still within his residency obligations.
The other possibility is that the second officer was going off-shift soon, and couldn't be bothered to report him...

1. Primary line inspection referred him to Secondary due to the expired PR Card so a further review of his RO could be carried out.

2. Secondary were either satisfied with his response or did not bother to make an issue out if it if they were not satisfied.

Only conclusive answer is to ask him what the questions were and his RO position - beyond that my crystal ball grows hazy!

Thank you for your reply. My Question is whether immigration Officer will allow entry if the B1/B2 visa is valid for one day?

That is a US immigration question right? Entry to US should be logically possible. I think you are safe to travel to US.

You can show up at the border at any time during the validity of your visa. Once you get there its up to CBP to admit you and the duration of this. Think of the visa as allowing you to show up at the door and knock with CBP the owner deciding to let you in or not. If admitted CBP will fingerprint you, photograph you and issue you a paper form I-94 arrival/ departure record giving you a date by which you must depart - B1/B2 default is usually 6 months but it could be just for the number of days you are requesting. CBP may grill you more as to why you want to get in at the visa use deadline...have solid proof of ties to Canada and a reasonable answer as your trip i.e. why this time, where to, how long! Enjoy the trip!
