Can't imagine someone in their 80s wants to immigrate so it would be helpful to explain who is looking for citizenship in the end.

The mother was born in 1904 in Quebec.
In this case, they are probably a Canadian citizen and could apply for Canadian citizenship certificate.

They would need their own birth certificate that lists their mother, and to prove the mother was a Canadian citizen would need her birth certificate as well. See here: http://www.cic.gc.ca/english/information/applications/certif.asp

A bit strange someone who's 83 would be looking for Canadian citizenship now, but it's certainly their right to do so. They would also then be able to sponsor a spouse for Canadian PR if they had one.

Because I sense you may be asking for the children or grandchildren of the 83 year old.

If the Canadian parent was born outside of Canada and received his/her citizenship via descent then the child is NOT entitled to citizenship and is not a citizen of Canada.
