imm 5669 Background declaration form :
6. Have you, or, if you are the principal applicant, any of your family members listed in your application for permanent residence in Canada, ever:

Who are the other family members listed in your permanent residence application?
This is the question I was referring to earlier. For the immigration application, 'family member' means the spouse or common-law or conjugal partner of the principal applicant, and any dependent children. It does not include parents, siblings, and other more distant relatives. So for your wife's application, she is the principal applicant. If she has no children, then she is the only one they are asking about.

You should be able to sponsor her. From what you have said here, her father's criminal case will not cause her application to be refused. Even if her father was a terrorist or a member of organized crime, this would only mean that her background check would take longer. It would not mean that she would be automatically refused.

I am already canadian pr , but if my wife will be primary applicant , they are asking the personal details of father and mother, whose father and mother , her parents details required or my parents details because after marriage my parents will be her parents . its so confusing

they are asking about the principal applicant's family information. for application purposes, you are the "sponsor", you are not a "family member" and do not fill out applicant forms for "family members". the only person who needs to fill out the applicant forms is the applicant. the only information you need to provide as a sponsor is the information requested in the SPONSOR forms.

Again, your parents and her parents are not her "family members" on the form.
On the Additional Family Information form, her parents should be listed.
your parents are her "mother-in-law and father-in-law". They are NOT her parents.

In Canada your parents do not become her parents when you marry.

So, on the forms that she has to fill out, when they ask about her parents, she gives them the details of her parents (not your parents).

On the Sponsor Questionnaire IMM 5540, you provide the details of your own parents.

On Schedule A Background Declaration IMM 5669, your wife provides the details of her own parents.

On the Additional Family Information form IMM 5406, your wife also provides the details of her own parents.
