For the immigration application, 'family member' means the spouse or common-law or conjugal partner of the principal applicant, and any dependent children. It does not include parents, siblings, and other more distant relatives. So for your wife's application, she is the principal applicant. You should be able to sponsor her. From what you have said here, her father's criminal case will not cause her application to be refused. Even if her father was a terrorist or a member of organized crime, this would only mean that her background check would take longer. It would not mean that she would be automatically refused.
